Peer Navigators for the Health and Wellness of People with Psychiatric Disabilities

Marjorie Baldwin, PhD. will be health economist for the study (approximately 0.35 months effort) from Years 1-5. Dr. Baldwin is Professor of Economics at the W. P. Carey School of Business, Arizona State University. Baldwin is a health economist who has conducted research on work disability, and discrimination against workers with disabilities, for 30 years. After her son was diagnosed with schizophrenia in 1999, she focused her disability studies on persons with psychiatric disabilities. Those studies revealed that among all workers with disabling health conditions, workers with disabilities related to, for example schizophrenia or bipolar disorder, have the lowest employment rates and lowest mean wages. Baldwin is the author or co-author of more than 50 articles and book chapters, and has a national reputation for her studies related to services outcomes experienced by persons with psychiatric disabilities. She is a member of the National Academy of Social Insurance; and the National Mental Health Advisory Council (National Institute of Mental Health). Dr. Baldwin was health economist on the two previous pilot studies of PNPs examining their cost benefit ratios. FRINGE BENEFITS: Arizona State University defines fringe benefits as direct costs, estimates benefits as a standard percent of salary applied uniformly to all types sponsored activities, and charges benefits to sponsors in accordance with the Federally-negotiated rates in effect at the time salaries are incurred. Benefit costs are expected to increase per year; the rates used in the proposal budget are based on the current Federally-negotiated Rate Agreement rate plus annual escalation for out years. The applicable approved rates are: Employee Category FY2022 FY 2023 FY 2024 FY 2025 FY2026 Faculty 28.96% 29.83% 30.72% 31.64% 32.59% INDIRECT COSTS: Indirect costs are calculated on Modified Total Direct Costs (MTDC) using rates approved by US Department of Health and Human Services (DHHS). The Universitys Rate Agreement was approved on June 28th, 2019 at 57% of Modified Total Direct Costs (MTDC) for on-campus research projects. MTDC includes salaries and wages, fringe benefits, materials and supplies, services, travel, and the first $25,000 of each subaward. Exclusions from MTDC include graduate student tuition remission, participant support, subawards over the first $25,000, capital equipment, and scholarships/fellowships.
