Project RISE: Re-entry Intervention and Support for Engagement Project RISE: Re-entry Intervention and Support for Engagement Project RISE Abstract Project Re-entry Intervention& Support for Engagement (RISE) focuses on developing a model for effective reentry of youth with disabilities from a long-term secure care facility back into schools, employment, and community programs. This model demonstration project includes intensive educational programming, integrated transition services, and individualized aftercare for youth with disabilities. The proposed practices are based on the findings of an earlier federally funded project entitled, the Arizona Detention Transition Project (ADTP). The results of this project suggested that youth with disabilities who received transition services in a shortterm detention facility were more successful returning to school and less likely to be re-detained than those youth with disabilities who did not receive all of the practices. Project RISE seeks to implement these re-entry practices, coupled with a rigorous evaluation study, for youth with and without disabilities in a long-term facility, the Arizona Department of Juvenile Corrections (ADJC). In the proposed project, the transition practices used in the ADTP will be implemented in ADJC and the community in an effort to determine: Does implementation of RISE practices increase engagement and decrease recidivism for youth with disabilities released from ADJC? Engagement will be measured by reenrollment and attendance in school, employment, and/or positive community activities at 30, 60, 90, and 120 days post-release. Recidivism will be measured by new charges, parole violations, and redetainment at 30, 60, 90, and 120 days post-release. Each collaborating local school will provide data on inputs and outputs of re-entry practices. The re-entry practices include: 1) intensive educational programming that follows Individualized Education Plan (IEP) and Individualized Transition Plan (ITP) goals; 2) vocational preparation, 3) development of a Transition Portfolio for all youth with disabilities, and 4) community supports after release. Arizona State University (ASU) will coordinate development and implementation of the RISE model and its evaluation procedures with ADJC and local schools. Implementation will include: 1) establishment of a seamless transfer of educational records across sending and receiving agencies, 2) increased interagency linkages and communication with participating LEAs and Community Colleges, and 3) establishment of a youth tracking system to monitor the engagement and recidivism of all youth upon release from the secure care facility. ASU will also provide a Project Coordinator and a Transition Specialist, conduct training, design data collection instruments, monitor on-site data collection, and conduct formative evaluation of engagement and recidivism data across all sites.
