note = "Funding Information: T HE 44th Annual IEEE International Nuclear and Space Radiation Effects Conference (NSREC) was held on July 23–27, 2007 at the Hilton Hawaiian Village Resort on Waikiki Beach in Honolulu, Hawaii (USA). The NSREC is recognized as one of the premier international symposia on radiation effects in electronic materials, devices and systems. The 2007 conference built on this tradition with a strong technical program, a one-day tutorial short course, a radiation effects data workshop, and a large industrial exhibit. The conference was sponsored by the IEEE Nuclear and Plasma Sciences Society (Radiation Effects Committee) and supported by the Defense Threat Reduction Agency, Air Force Research Laboratory, Sandia National Laboratories, NASA Living With a Star Program, Jet Propulsion Laboratory, and NASA Electronic Parts and Packaging Program, along with, for the first time, corporate supporters Aeroflex Colorado Springs, BAE Systems, Boeing Phantom Works, Honeywell, Micro-RDC, Northrop Grumman, and ST Microelectronics.",
