Abstract
This research note investigates the factors associated with inter-R&D laboratory differences in output from the R&D process. Our focus is on the influence of federal R&D on the composition of this output. We show that federal R&D allocations significantly redirect a laboratory's output, skewing it toward activities with public-good characteristics.
