Abstract
The notion of National Systems of Innovation is becoming widely used in the analysis of technology policy and economics of technical change, as more authors are able to appreciate the international differences between technological systems. However, the definition of the concept, its theoretical underpinnings, and precise measurement are still lacking. This article intends to fill the gap by proposing a semantic content, a theoretical basis, and some methodological dimensions.
