Abstract

Road planning in cities is sclerotic owing the firm entrenchment of regulations and standards that further automobile use and accompanying mindsets from local officials and the public. This chapter examines the complex and sometimes contradictory characteristics of mobility innovations and the rise of planning processes that shape mindsets and constrain change. We identify these processes as a major challenge in efforts to help cities move forward with, based on first principles, a future generation of public road space that prizes safety above all.
