As noted in our introduction, the idea for this special issue sprang from an October 2018 workshop in Tucson, ?Binational Water Relations at 75 Years,? jointly organized by Margaret Wilder of the University of Arizona in Tucson, and in the course of a sabbatical at the University of Arizona, by Nicol?s Pineda of El Colegio de Sonora in Hermosillo, Mexico. A special thanks goes to workshop coordinator Molli Bryson of the Udall Center. Along with the four co-editors, the workshop was attended by special-issue contributing authors Karl Flessa, Fiona Gladstone, Sharon Megdal, Stephen Mumme, and Adriana Zuniga. It goes without saying that the special issue is deeply indebted to the 32 authors who contributed the 11 articles in the collection. They did this at a time when the COVID-19 pandemic forced everyone to retrench, slowing progress for most academic endeavors. We salute their effort and thank them for participating in our project. We also note that that their work builds on a robust tradition of exploration and scholarship on the theme of the special issue. We believe hydrodiplomacy is an enduring concept. The quality of the papers owes much to the generosity of the many anonymous reviewers, whose knowledge and expertise assured that this special issue is consistent with the high standards of Environmental Science and Policy.
